ello! Is it possible to restore my iPad mini with iOS 6.1.2 to the same iOS without having to update to iOS 7?

Yes there are many ways. But first, you should back up your SHSH with RedSn0w. Then, download a 6.1.2 iPad Mini 1st gen IPSW file from the net and use RedSn0w to stitch it with the current SHSH.

Then, put it into pwned DFU in RedSn0w or Sn0wBreeze and restore the NEW STITCHED IPSW through iTunes.

Apple isn't signing that firmware. To my knowledge, you cannot do this.

an ipad mini 1st gen has the A5 processor. the ipad 1st gen has an A4 processor
