Restore necessary to activate iPhone 2G?

I have friend's iphone 2G(1st Gen) I will be using to take advantage of AT&T's loophole for unlimited data plan.
the concern here is, Do the phone have to be restored for activation? or we can just do it with new SIM only and no restore( is there a way to avoid it).
