I have a mini I'm selling to a friend. I'm wondering how to get it so the HDD is wiped, Leopard is freshly installed, but it hasn't yet gone through all the setup questions where it has you enter personal information. Do I just restore to the point where it boots into setup, then power off?

Just do an Erase and Install, and once you get to the registering part, after the restart, switch off the Mac.
