I tried restoring my phone... everything seemed to be going fine, but when it finished iTunes returned to the "Set Up Your iPhone" part instead of all syncing options and whatnot.

So ok... this has happened before. I do it again, same thing happens. Now I've done it four times and I'm quite pissed. Anyone know what's going on? Is there a way to fix this?

I can still use the phone, but I can't sync any music, videos or anything beyond the backup to it.

to me that happens every time I do a restore. Once the backup is restored, I simply click on "set up as new iphone". It will keep the data that was just restored.
 
Yea happened to me yesterday when I tried restoring my phone. I just ended up setting as a new phone. All my contacts were still there however. All my music and stuff were gone, but that wasn't a big deal.
 
Happened to me also. I just turned my phone off and turned it back on and it seems to be working fine now, it says its loading the songs anyway.
 
When you set up a new phone did you lose all your text messages?
