This is a windows question. I run a PC to sync my I-4 and wife's 3G (not 3Gs). I updated my wife's 3G unit to iOS 4 and it is glacial now in terms of speed. A reset helped, but it's still very, very slow to type, etc. I found this in the my Recycle bin and have dragged it to my desktop :

iPhone2,1_3.1.3_7E18_Restore.ipsw


Can anyone tell me what to do now? I have read everything on this, but most assume I am using a MAC machine with "option" key on it. How do I do it on a HP laptop running from windows Vista?
