So it seems the new M1 mac cannot do this. I made a time machine backup yesterday. I installed some apps today (for example the old driver from Razer for their mice).
I rebooted the M1 mac while holding the power button down.
I went into other options
I tried to restore from a TM backup and was greeted with a dialog that says to reinstall macOS and then use migration assistant.
I was at MacOs 11.2.3
I reinstalled MacOS. The mac rebooted and I was at MacOS 11.3.1
However, the razer app and all the other cruft was still there.

So I went into migration assistant and it gives me a dialog of 'select the information to transfer'
It spins a wheel for about 2 hours figuring out what's where.
And there's a little yellow triangle with the words 'conflicts detected' at the bottom of the dialog.

Why did I bother to reinstall the OS if I did not get a virgin copy?
The restore is going on 3 hours....such a royal pain.
Will I ever get back to the previous state I was in yesterday?


By comparison, macrium on windows is fast and painless.
 
1. Time Machine backup as well as restore has always been slow for many, many people.

2. The option you chose of reinstalling the OS does not give you a "virgin copy" of the OS. It reinstalls the OS while preserving your personal data.
