Restoring apps from itunes ios 9

Hi,

I bought an iphone 6s, when trying to restore my iphone 6 data and apps on the iphone 6s i realized apps were not syncing, i read this was normal on ios 9, i had to download all my apps again.

Now i have to configure most apps as new apps again, is this normal?

For example, i use the GPS Navmii, i had maps and points of interest on my iphone 6, and now i lost everithing, i have to download again.

Very upset with Apple.
They took my desire of changing my phone every year...
