Restoring Files with Time Machine

When restoring files using Time Machine full screen mode is enabled. Full screen mode under Time Machine does not display UI elements allowing switching to another application window. Command+Tab switching does not work. Essentially, until the restore is completed my MacBook can only execute the restore task.

Are there any workarounds to exit full screen mode?

No.

It's not "full screen mode." It's a function during which Apple does not allow multitasking. If you were using Migration Assistant you'd have the same situation. I'm sure it's done for the safety/success of the file processes involved.
