My current iPhone 6 is running the iOS 9.1 PB and I plan on restoring my 6s from a backup of my 6. My question is if I'll have to download the public beta into the 6s, update to 9.1 PB and then restore from back up, or if I'll just be able to restore from back up and it will automatically include the public beta profile and update to 9.1

If you're backing up and restoring with iTunes, you can just change the version in the plist and load it right on your 6s with iOS 9.0. Then you can do whatever you please in regards of updating it to whatever beta firmware.

How would I change the plist? I was unware that this was even possible.
 
I have now found a solution. If you plug in your iPhone to iTunes and select restore you are able to "update" from 9.1 PB to 9.0 GM. No information was lost, my watch data wasn't lost, and Apple Pay/Touch ID was not affected. I plan on restoring my 6s from this 9.0 backup and then going to 9.1 after restoring from the backup
