I had to restore my iPad 2 from my previous backup today, and all went fine(albeit it took ages), but it didn't re-sync my apps.
I had to go through the entire list, adding them, one by one, in case I missed one and I had to spend some time, reorganising the home screens.
Immensely frustrating.

I read recently on TUAW that this is possible. I think it involves right clicking on the iPhone in iTunes and choosing restore to backup, or something similar. But I can't seem to find the article now...
