If the computer has Lion or later installed, when you restart and hold down Command + R it will boot into the Recovery Partition. Please read up on Apple says about the Recovery Partition in:

It sounds like you are asking about Internet Recovery, where you boot to Apple's servers to install some version of OS X.
Your 2006 iMac won't support that. Oldest Macs that support that are some 2010 Mac models.
