If an app can back up and restore an iPhone device, why can't it restore it's setting? I asked Apple support member and she said it is not possible. Sorry to say, in my opinion, that is practical. I backed up an iPhone 10 Max with iTunes on a Windows computer, restored the device but the wallpaper, text size, tones, notifications and many others did not restore, why? Just curious, is it possible to restore a phone, after factory-reset, to come back as it was before backup? Any app can do such?

Settings should typically be part of what is backed up:
