My touch with the newest firmware is freezing a lot and is generally being a pain, if I do a restore to its original settings will I be able to put the latest firmware on it without paying again? I expect Itunes will prompt me to update the firmware, will it know that my account has already purchased the firmware? Thanks.

Yep, as long as you are logged into iTunes with the same account that you used to pay for and download the firmware in the first place, then the restore will be free.
