I've never restored my iPhone 7 in the years I've owned it and it has accumulated some minor bugs here and there. I've wanted to do a restore for a long time but I'm skeptical because I don't know anything about iOS these days and have become a "just want it to work"-kind of user.

1) I use iCloud backups. Is there anything I need to backup separately? Anything that wont be kept after the restore/reinstall and after I've imported the latest iCloud backup?

2) My device has been jailbroken but is currently not and I'm not planning on re-jailbreaking it. I want to reinstall iOS just in case. Can this be done on a Mac that does not have iTunes? I have access to an older computer that still has iTunes on it.
 
1) Generally, an iCloud backup will cover everything. However, if you have non-iTunes music synced via iTunes or photos you synced to the iPhone from folders/albums on the computer, you will have to sync those items after restoring everything else via iCloud.

2) "a Mac that doesn't have iTunes"? Do you mean your Mac is running Catalina? If so, all the restore/sync functions will now be found in Finder. An iPhone/iPad connected to the Mac will appear in the Finder Sidebar in the Locations section. Select the iOS device in the sidebar to reveal the restore/sync features.
