Is it possible to restore without updating my iPhone 4S (currently iOS 6.1)?
And when i try to jailbreak it evasi0n says it's already jailbroken but I cant find cydia. Also i cant save SHSH (tinyumbrella) it says 7.1.1 saved but i have iOS 6.1
 
If you have a 4S currently SHSH blobs are useless for A5 and higher but in case a patch is found I'd try saving the SHSH blobs in iFaith anyway, just don't save check to save them from Cydia.

Go into Settings>General>Reset>Reset all Content and Settings
It's essentially a full restore without iTunes. Note that after you jailbreak if you ever want to go back you're stuck and the "erase all content" doesn't work any more.

If you still want to jailbreak, try redsn0w.

"Reset all Content and Settings" is not a full restore without iTunes. It is a program in the OS firmware that erases all user content and selects the default settings. On the other hand, a restore erases all data including the OS firmware, and installs a fresh copy of the OS, potentially fixing corruptions or problems in the firmware/software.
