Restrict Internet Sites

In Windows, I can tweak the operating system to restrict all web sites, except the one(s) I specify as exception(s). Is such possible with both iOS and MacOS?

I have an iPhone, my minor child has my old iPhone for games and also has iPad and MacBook Pro. He as a minor I use Family Sharing. He has a minor’s iCloud account also.
