Restricted Network - My 3G network is restricted

a popup comes on the home screen of my iPhone and says:
"Your selected cellular network is restricted. You can choose a different network in Settings."

i don't get any service, in 3G or Edge.. Anyone know what to do?

Try connecting to a different network if you can. Otherwise you are connected to a network that either doesn't have a roaming agreement with Rogers/Fido or is a private network. I would contact Rogers, just in case it is a lower error.
