is there a way I can make my daughters iphone just be able to call the house or my cell for emergencies and lock out all other features - as in we are "grounding her"?

Don't think you can restrict who it can call.

You cannot make it call only 2 numbers.
Mind as well get her an ipod touch or take out the sim.
