My kid's iPad is setup with Restrictions and the adding friends and multiplayer games options switched off. However, it's still possible to install Township and add friends within that app. That doesn't make sense to me. Can someone help me understand what I'm missing?

Game Center is controlled within the Settings App which is a part of your iOS operating system. Each App works in their environment. There are a lot of Apps that allow you to add friends. Some will have an option to allow you to search for people. You can see if that App has an option to keep you hidden. Or just constantly monitor your child's activity.
