The laptop is making whirring sounds with fans even though I'm not doing much! Just downloading something and watching youtube videos makes it go crazy!

the cpu for the user stays only at about 5~8 percent...
THe termperature is only about 55 degrees and it revs the fan up to 5900 RPM!
I'm not even doing any intensive tasks... I mean I know flash uses a lot of power but the fans to almost full speed?

I also have performed SMC resets and PRAM resets.

If your CPU or Temp was high, I would think something is running in the back ground, but the fact that the temp is merely 55 F (conform that it is F not C) and your CPU is just 7-8% I say the fans are stuck wide open.
 
What about your overall CPU usage, not just user?

His CPU isn't at 55F, that's way below room temperature.

sounds like the temperature sensor problem. bring it to your apple store
