I am in a hotel and internet access is only via wifi. Each user is given a unique wifi access code that will only work on 1 device.

My MacBook is connected via this service.

Is it now possible to share this wifi connection with my iPad and iPhone?

This is easy to do if the incoming internet is via Ethernet but I can’t find how to do this if the incoming internet is via wifi.

You need a second wireless card to share the connections. Otherwise you would need to use Ethernet, but that's not going to work on your iPhone/iPad.

Or if you have a second Mac, you can share it to a second Mac via Ethernet and share it via WiFi from the second computer. I've done this before. :p

Now the questions is… why can't you go online on your iPhone via a cellular connection?

Not sure but I guess you would need a second WiFi connection (e.g. via USB) and make an adhoc WiFi between MBP and iPad. Don't think that the WiFi in the MBP could connect to two networks at the same time.

You can only share the internet connection to another network device in your computer. As you're on a MacBook, the only possibility to share your WiFi connection is over LAN / Ethernet. What you could do (but you probably don't have with you) is to attach a network cable to your MacBook, hookup an Airport Express on the other end and set it to bridging, and share your wireless connection via LAN. Then your other mobile gear can join your Airport Express network and just use the shared internet connection ;) As I assume you didn't bring an airport express, I'm afraid you're out of luck...
