As long as the machine came with 10.6 can one revert?

Would assume one needs to reformat then clean install.

I seem to remember reading that ROM's get altered by later installs 10.7+.
 
Yes, you can perform a clean install of Snow Leopard and downgrade from any newer OS X version as long as the version of it you're trying to install is supported by your Mac. The Firmware updates don't effect the ability of older versions to boot (I can even boot SL on my 2010 iMac running Yosemite).
