Review non-purchased apps?

So it seems that I can review any application that I want, even if I have not purchased it. I know before I could only review apps that I have purchased.

I discovered this by thinking that I had already purchased an app and I confirmed it by attempting to leave a review. When I downloaded it I received a receipt. :/

Is this happening for anyone else?

This doesn't seem to be happening for me. Try to review an app that you have never seen before.
