I'm looking into upgrading to a MacPro. Will the ATI Radeon HD 2600 XT 256MB graphics card that comes with it be enough for editing/capturing HDV?

Yes, you'll be fine with that card. HDV editing is demanding on the CPU and main memory (RAM), and a fast external/2nd internal hard disc will help a lot, but the graphics card won't make a big difference. Only Motion benefits from a fast graphics card, and check Color's compatibility list if you intend to run that app (assuming you'll go the Final Cut route).
