Is there a program that converts music files (WMA, m4a, MP3) into a .mid or MIDI format for cell phones.
 
Converting from a raw sound format (MP3 etc) to note based format (MIDI) would be quite a complex process I should imagine, so I wouldn't expect any free stuff to do that job.
Some phones support MP3s/WAVs as ringtones; others like .amr formats - Google a program called "SoundConverter" that will be able to convert to AMR.
