Ringtone dilemma

I managed to move my m4a 29 second ringtone from my laptop's desktop to my iPhone SE's Music file; what I can't do is move it to the Tones file so I can use it as a ringtone.

Suggestions, recommendations, plain old advice gratefully accepted.
