Ringtone help : Purchased and Downloaded but cannot set as ringtone

I downloaded the CTU intercom ringtone and it shows on my purchased playlist in Itunes. Now question is how do I set it as my ringtone? The ringtone does not show up in the the ringtone settings under settings.

Any help would be greatly appreciated

OK looks like I got screwed by the developer. The developer has 1.5 stars as his rating.

Where can I buy and set the CTU ringtone on my iPhone?
