ToneEnabler works just fine for me. I'm using a 5s on 7.0.4. It works as advertised.

What's happening for you?

i can download the sms tones german sounds ui on the 5 with tone enabler and then click on them in winterboard. on the 5s after turning them on in winterboard they do not install, they overwrite stock tones on the 5, however on the 5s i cant get the same results.

Hmmm. Not too sure about your situation. I do not use winterboard. I installed ToneEnabler and then whenever I install ringtones from cydia, they appear in the list of ringtones in the Settings app in the Sounds section just like stock ringtones. You shouldn't have to enable via winterboard. Unless you're trying to accomplish something else. Sorry I'm not a themer and don't use WB. In fact, I was only installing ringtones from cydia to show someone how to do it. It worked perfectly.
