I have a specific question, I am not optimistic anyone's dealt with this exact situation, but I'll ask anyway.

What I have:

a fan-made DVD of a band's performance on French TV, in PAL
a Sony KDL-46XBR8 television that does not play PAL content
Toast Titanium 10 on MacBook 2.4GHz aluminum unibody
Apple TV

What I tried:

Ripping the DVD using the Apple TV choice in Toast. I also modified the settings to try to maximize quality, and I checked the "scale to fit space" option

What I ended up with:

A decent-quality video that fills the central 60% of my screen with huge black borders around the rest. It's watchable but in effect, my 46" TV is about 27" for this content. I also can see some digital artifacts at times.

What I'd like:

At least to stretch it to fit the screen. Ideally, better quality - the original DVD's quality is roughly on par with a good SD television signal.

I don't mind using software other than Toast if there's a better option. Any advice? This isn't crucial, but it's been bugging me for months now ...

Oh, and use your tv to stretch the source if you want to the full screen, but realize unless the source's resolution matches the tv's resolution it will be distorted. Obviously.
