rMBP and WD Elements external usb 3.0 SLOW

Hi

I bought WD Elements usb 3.0 external hard drive to get faster speeds with rMBP and I get really low transfer speeds with it (around 10 MB/s). Even my old usb 2.0 external hard drive is faster (around 20 MB/s).

I have partitioned it to two drives journaled and FAT32 with 500GB each. Can't understand what's wrong or is the drive some how damaged?
