I'm currently considering purchasing the base 15inch Retina MacBook Pro configuration (2.3ghz, 256gb), but I'm a bit put off reading the reviews which say that the general performance (e.g. scrolling through Safari) is sluggish due to the high resolution. Some reviewers mentioned that these issues should be resolved on Mountain Lion - can anyone confirm this?

I've found that the sluggishness was actually greatly improved through the update to Safari, not the update to Mountain Lion.

There definitely is some noticeable sluggishness when scrolling on SOME sites. Usually these sites are sites that have a lot of pictures. It's not a dealbreaker in my opinion and the positives (clarity of screen with text and various other things) outweigh the negatives (sluggishness).

The only lag in scrolling I experience is on chrome. Safari is butter smooth so either switch to safari as your full-time browser or wait for chrome to update.
