I was looking at an old post on ehmac.ca about the iPhone 4, and found this:

When I do my Rogers/Fido Hardware Upgrade (HUP) at the Apple Store, do I pay for the iPhone 4 in person, or will I be billed to my account??
- Billed to your Rogers/Fido account.

Is this still true? When I go in to do my rogers upgrade at the Apple store, do I pay Apple the full phone+HUP fee+tax then?

For Rogers/Fido, devices are charged to your acount, you do not pay up front. You will be charged for whatever pricing you're eligible under their HUP, plus taxes and the activation fee on your Rogers acount.
