I suspect corrupt roms/firmware
2011 Mini sleep issues - PRAM and SMC re-sets no help, neither safe mode.
New SATA 500 HD did not help, fresh install of same OS, Mavericks

The Question is-

If I install High Sierra will it change the file system to APFS from HFS, and re-write the firmware/roms?

If not 10.13 then 10.14?

It's extremely unlikely that your problem is related to firmware corruption. What's the actual problem you're having?
 
Shuts down when asked to sleep.

Saw this in Console:
kernel[0]: ACPI: sleep states S3 S4 S5
kernel[0]: Failed to get hibernate image filename

Terminal pmset -g:
sleep prevented by UserEventAgent, apsd

Here's another Fishrrman "do it the dumb old Fishrrman way!" suggestion:

DON'T try to put it to sleep any more.

During the day:
... if you're going to be away for a while, just reach forward and TURN OFF the display. Turn the displlay back on when you return.

During the night:
... Shut it down. Reboot the next morning. Macs benefit from "a fresh start", just as do people.

I thought about that but always liked to tinker with things and have them work right.

Generally the machine atarts fine but on occasion it chimes, begins to start (line gets about an inch across) then re-starts. After those 2 attempts it starts ok. This is all hands off like some ghost is holding the P+R+command+option keys.
