Rotating Lock Screen Photos no longer works with Home Screen.

I have a 14 Pro Max. When I first setup rotating Lock Screen photos, I was able to mirror that on the Home Screen by selecting Set Both. When one changed, the other changed. Now when I do that I get a blank home screen even when I select set both. Anyone have any ideas?
