Rotation Lock doesn't work

This is an odd issue. But sometimes when I wake up, I use rotation lock so I can use the phone while lying down. But the weird thing is that it doesn't work. It will rotate from portrait to landscape, and then lock in landscape.

Anyone else have rotation lock fail?
