iPhone Routes and traffic constantly using location services in ios 11?

Hey. After updating I noticed that location services were constantly on when “Routes and Traffic “ was activated under “Privacy-Location services “.
It was only the transparent arrow, but I still turned it off since I rarely use maps for driving navigation.
