Per the title, I’d like to run macOS 11.2.3 in my M1 MBA, which is running the latest version of MacOS. Is this possible? UTM seems to only support the latest version and I haven’t had any luck finding a MacOS installer that works with the VMware fusion beta.

macOS versions after 11.2.3 seem to honour the developer requests blocking running iOS apps on the MacOS.

The earliest you can virtualize MacOS on MacOS Arm is Monterey. Arm VMWare Fusion isn’t supporting MacOS guests at all (at least right now.)

It might be possible at some point to get Big Sur running using UTM but I suspect it would take a lot of work. So unless someone wants to pick it up as an open source project, I think you are out of luck.
