Running app automatically when booting shift down?

Is it possible to have one small utility to run automatically even if i boot my Mojave Mac by keeping shift down?

Normally it is launched by Login Items.

Highly doubted. Whole point of safe mode is to avoid anything launching that could cause conflicts and potentially take down the system, so startup items wouldn’t really be a good thing to allow for safe mode
