No, because I downloaded an App from the store and when I tried to open it, I had to install Rosetta (and I didn't do because it seems that it cause the issue of the swapping memory) and when I tried to check the site "isapplesiliconready", it wasn't in the list.

Only once it's on your computer. Intel only apps will miss the option "Open using Rosetta" in "Get Info"

Where did you read that Rosetta 2 is the cause of excessive memory swapping?

There are some video on Youtube where the cause of the excessive swap could be browser different from safari, the Mac not running with the latest version of MacOs and the app running with Rosetta 2.
