I got a new phone and when using runkeeper night the background it doesn't b Ave the blue bar up by the status bar like my old phone. Is this a setting somewhere? Like the green bar when your on the phone but using an app?

Apps currently using your location will show that. If you don't have an active run it may not show. Check Privacy > Location services to see if it is set to use your location.
 
The app still works, location services as are on, but I used to have a blue bar that I could tap, it would bring me right to the app if it was currently running. That blue bar is gone, not the little statusbar icon.

I understand what you are saying but you didn't answer my question. Do you have an active run going that's using your location?
 
Sorry, yeah. I noticed it when I run I can usually tap the top and go to the app. Since my replacement phone it's not there, even when in a run.
 
I'm running iOS 8.3 so not sure if this applies to 8.2 but I don't see why not.

In Location Services, for that App, choose 'While Using App' and that will keep the blue indicator on the top when you background the app.
When you choose 'Always', the blue indicator goes away when you background the app.
