The exact setup you’re describing isn’t possible (they did have PC cards for non-x86 systems back in the day), but…

You can plug the miniPC into a power source, network it with the Mac and access its desktop via the network using e.g. Windows’ built-in Remote Desktop feature.

See if I can try that .. would be hard to replicate the monitor setup I require (4 monitors) on my current m1 mbp.
 
I think they had products like this back in the day (late 90s).

But would one be able to run parallels or the like on a m-based mac but have the software run off a mini-pc like this https://www.amazon.com/dp/B09DYBBDD...1&ascsubtag=1666542020761gn3q&geniuslink=true to run native x64/x86 software ?

Take out the virtualization required.
It's certainly possible, but nobody makes a product like that these days. I'd buy it if they did.

Best you can do is run a separate box and use remote desktop, or something like it like splashtop.
