S9 can't scroll apps anymore?

i'm on 10.2 and just noticed i can't scroll through all my apps with the digital crown.

the crown is working everywhere else to scroll and select but i need to use my finger to swipe up and down the app grid viewer.

is this a bug?

edit: i changed to app list and i can scroll. just not when in grid view.

edit 2 the sequel: restarting the watch fixed it. another bug for Apple to squash.

I now use the grid view to have my most used apps on top, never really used the crown to scroll that I remember but I just tried and it worked. upgraded to 10.2 yesterday on Ultra 2
