Getting a notification on S9, lift up wrist says who is, double tap doesn’t open the message? Thought that was point of it?

Is there a setting I’m missing, why doesn’t it open up the text of the message to read?
 
Double tap allows users to select the primary action in a wide variety of watchOS apps and notifications, including:
  • Opening the Smart Stack from any watch face and scrolling through widgets in the stack.
  • Answering and ending phone calls.
  • Viewing a message from a notification, scrolling through longer notifications with an additional double tap, replying using dictation, and sending a message.
  • Pausing, resuming, and ending a timer.
  • Stopping and resuming a stopwatch.
  • Snoozing an alarm.
  • Playing and pausing music, podcasts, and audiobooks.
  • Switching to the new Elevation view in the Compass app.
  • Taking an iPhone photo with the Camera Remote in the Camera app.
  • Starting or stopping automatic Workout reminders.
  • Performing the primary action from notifications, such as replying to an incoming message from a messaging app and snoozing reminders — including from third parties.

I thought it did all of these depending on what’s happening on phone.

So for example if just the face, scrolls through Smart Stack.

If a message pops up, you look, it shows who from, double tap to show text of it, you obviously don’t want to do the Smart Stack in this scenario etc?

Been into settings on watch for double tap and there’s no specific option to say open text messages, just for Smart Stack advance

Mine works on all the functions except the two I would really use: stopping a timer (hands are dirty while cooking) and answering a call. I've been working with apple support, with an escalation person, and it's now been sent to engineering, fwiw.
