Safari 15.3 on Catalina

On 2 Mac computers running Catalina 15.7, Safari 15.3 freezes when trying to save a web page. It will export fine as a pdf.
 
Yeah, I have the same problem. the cursor just can't click anything in that window. I have submit the bug in Apple feedback, hope it work.
