It's unlikely to be available for Tiger; otherwise, they would have already announced that intention as they did with iChat AV back on Jaguar.
If I remember correctly, people who didn't want to pay the $29.95 for the Jaguar version tried to put the Panther version on it to no avail.

i assume that it will have certain features that only leopard has, so no i doubt it. apple never released 2.0 for panther.
