Safari 3 for Windows Release when Leopard releases?

Have the stability/crashing issues been worked out, or is it still a poor port?
Any news on the final candidate release for today?
Seems, it's not really much faster, so why would any one want to switch from what they've been using when IE7 works on more sites than any other browser, is set to run better with sites that require registration (vBulletin is optimised for IE, not Safari), Active-X capability, etc.?
