Safari 4 and new browser windows

In safari 3 I used Tinker Tool or Saft to control the way popup windows and links worked. Now I have moved to safari 4 this has broken.

I want new URLs from links to open in a new tab and popup windows from links on a web page to open as they should in a popup window.

At the moment I can get one or the other.

Any ideas?
