As far as I know, you can't force in-browser links that open new windows to open in a new tab, instead... the Control-click method DOES work, however. If you mean links from other applications, this behavior is changed in the preferences.

actually you can, in mac os x by opening terminal and writing the following command :

defaults write com.apple.Safari TargetedClicksCreateTabs -bool true

I just tried manually editing the Safari for Windows plist file, with that key and value pair. Didn't work :(
