I need some helping doing some (hopefully) simple HTML editing on my customized Google homepage.

Basically, what I'm looking to do is shorten the width of the search bar as shown in the attached screenshot.

As far as right-clicking "Inspect Element" on the search bar itself, I'm totally lost as to what to put in the editing window that appears and where/how to do it.

Any help would be very much appreciated.

That's not an HTML editor. You can't change what you see there, it does precisely what it says it does (allows you to "inspect" the code). You need to use an actual HTML editor to do that.

I suggest you take a look at this thread as a good starting point.
