Safari 5.1.9 on 10.6.8 can't customize toolbar

So basically the problem is this:

When I click View>Customize Toolbar or control+click and select customize toolbar no window opens. The toolbar goes into customize mode (all items on the toolbar become unusable).

I replicate this problem on all accounts on the computer and I have uninstalled all extensions and plugins. I also have done several clean installs of Safari to no avail.

Any help.

I am having exactly the same problem. Would delete Safari if I could find a browser I liked better.
